A friend got his 2nd DUI within 7 yrs, is it really necessary to get a lawyer or would it be a waste of money?

*He's in the state of CA
*He received a DUI in 2002
*He's had one speeding ticket since then

Do we really need to get an attorney to fight for this?
What can a lawyer do that we cant do on our cheap Propecia own?
